Yes Harvard students can use the Boston Public Library.  In addition,  Harvard affiliates can also use most BPL electronic resources remotely if they register as BPL users and get e-cards

They have numerous excellent databases that we do not, including Literature Criticism Online, The Boston Globe from 1980 to the present, Academic OneFile, and Credo Reference.
