When ProQuest indicates a recent thesis is not available for purchase, it usually means that permission of the author is required. Contact ProQuest at 1-800-521-3042 and ask about the status of the dissertation, specifically if they can make a copy of it with the author's permission.
If ProQuest can't supply a copy, our Imaging Services department will usually do so, if you obtain the author's permission. However, it's quite expensive, so going through ProQuest is the better option.
In both cases, obtaining the author's permission is required, and it's up to you to track him/her down. Google usually works pretty well, but if that fails, you can contact the Harvard department to see if anybody there knows how to reach the author.
